It was never illegal in Germany to have "references to Nazis" in media. Swastikas could've been interpreted as "use of symbols of anti-Constitutional organizations" (which was and still is illegal outside documentation and the arts), which is why many games depicting Nazis were replacing the swastika with a different symbol (or removed it altogether).
Since the claim is unsourced, I suspect it may refer to such games not getting the required FSK rating and thus would not have been allowed to be promoted or publically offered, but without a source, it's still dubious.
