Is everything in the article relevant to the article topic? Is there anything that distracted you?

Everything is relevant to the article, the one suggestion I have is to make the lead section shorter, while moving the bulk of the background information into another section.

Is the article neutral? Are there any claims, or frames, that appear heavily biased toward a particular position? 

The article is neutral as it stands.

Are there viewpoints that are overrepresented, or underrepresented? 

The article maintains a neutral/factual viewpoint.

Check the citations. Do the links work? Does the source support the claims in the article? 

The citations work, consider adding additional ones if possible.

Is each fact supported by an appropriate, reliable reference? Where does the information come from? Are these neutral sources? If biased, is that bias noted? 

The last two paragraphs of the lead section could use a source/sources.

Is any information out of date? Is anything missing that should be added? 

The remaining sections to be added.
