editPerhaps explain further the importance of the Hartwell papers in the lead. The sentence of the 14 contributing authors could be placed in a secondary paragraph to allow for more important information in the lead section. Perhaps the third paragraph has relevant information that can be placed in the lead.
"The Hartwell Paper recommends achieving this goal by introducing low carbon taxes" --an elaboration of how this can be made possible?
