A question about an unclear sentence

What does it mean: "If $\left|\psi \right\rangle$ is really a superposition of eigenstates"?

Does it mean "If $\left|\psi \right\rangle$ is not an eigenstate of $U$ (namely it is a superposition of eigenstates of $U$)"?
