Scouts Royale Brotherhood

I appreciate at that as an SRB Brod, you want to have the best article possible, but there are guidelines as to what is an is not appropriate on Wikipedia. I am an Alpha Phi Omega brother who would like to see an article for Scouts Royale Brotherhood on Wikipedia, but the changes have not been helpful. *please* drop me a link by clicking on the talk link in my signature. WHAT IS THE COUNCIL OF ELDERS OR COE?

The SRB COUNCIL OF ELDERS or “COE” is a mission-driven, dynamic, reform-oriented movement composed mostly of Senior SRB Batch 70s and 80s Alumni Members drawn from various Chapters and Alumni Associations of Scouts Royale Brotherhood (SRB). It is NOT an alumni association. Rather it is to be considered and irresistible wave of Very Concerned Alumni Brothers and Sisters banding and bonding closely together to be the as the “Spearhead” or the “Sharp Point of Sword” in INITIATING much-needed changes in the SRB Organization.

The COUNCIL OF ELDERS or “COE” was a direct result of the urgent need to awaken the consciousness of the members of Scouts Royale Brotherhood (SRB) from the long stupor of lethargy, indifference and lack of purpose and direction. For many years, the inept and immature National Leadership of the Organization utterly failed to uplift the Fraternity and make it more relevant in the New Millennium. The Fraternity was left at the wayside.

It did not take too long for the SRB Senior Alumni to notice that something was very wrong with the present crop of SRB Members, particularly the SRB “Newborn”. There was and still is no effective national leadership structure, no national office, no regular elections of national officers with clear and fixed terms, no operational controls and no membership quality standards and most of all no definite mission, no vision and no values at all. SRB was fragmented into various autonomous, semi-independent Provincial and District Councils with no unifying ingredient to closely bind them together. Even worse, the SRB national leadership for whatever twisted and distorted reasons of its own, was “brainwashing” the younger generation of SRB to turn against its Mother Organization, the very Institution from whence its very own Founders came from – ALPHA PHI OMEGA (APO). If all of these serious concerns were left unresolved, SRB will inevitably continue to deteriorate and decay into obscurity and oblivion. Something had to be done. Intervention was not only necessary, it was critical to the continued existence of SRB.

In 2008, after the historic Joint APO-SRB Service Project in Payatas, Quezon City and the subsequent SRB Fraternity Alumni meetings at Sharkey’s, a single telephone conversation between two Batch 1977 SRB Alumni – Brother Emmanuel “Indian” Sipin of SRB Alpha Community Chapter (St. Jude, Manila) and Brother Ed Zamora Paredes of SRB Phi Alpha LAGRO (Quezon City) Community Chapter resulted in something monumental and bore fruit in the form of the SRB Council of Elders… the COE. With the formation and emergence of the COE, the SRB Senior Alumni were ready to step in to “straighten things out” and clean the House of SRB once and for all.

The first COE organizational meetings were held first at the Shangri-La Restaurant in Quezon City, then at Brother Ricky David’s house in Sampaloc and soon after that at the Royal Garden Seafood Restaurant in Binondo (Chinatown), Manila. It started to embark on a series of successful Medical-Dental Projects and Outreach Activities that were starting to make a very good impact on the members. Things were moving.

The COE was starting to make its presence felt within the Organization. The serious business of “putting the House of SRB “in order” and awakening the General Membership of SRB from its long hibernation and lethargy had begun.

WHAT ARE THE PURPOSE, OBJECTIVE AND INTENTION OF THE COE?

The Purpose, Objectives and Intention of the COE are as follows:

· To institute badly-needed changes and revisions in the Constitution and By-Laws of SRB.

· To completely CHANGE and REPLACE the present national leadership of SRB.

· To institutionalize a more effective and efficient form of national leadership structure.

· To ADVISE, GUIDE and ASSIST the Younger Generation of SRB Members on the True Traditions of SRB, its Real Purposes and its Correct Objectives – which had been and should be always be:

- To DEVELOP effective and responsible Leadership and PREPARE SRB Members for greater and higher responsibilities in School, Community and Society.

- To constantly FOSTER sincere and lasting Friendship within and outside SRB. To MOLD SRB into a wholesome, mature and socially conscious, aware and actively involved component of Society in any setting or scenario whatsoever, whether locally or overseas in foreign countries wherever SRB might be found. Always bearing in mind that – “The BEST way to have Friends is to be one.”

- To PROMOTE Service. The Very Essence and Reason for the existence of SRB as an Organization.

· To ENSURE that once these badly-needed changes (in the form of corrective and preventive measures as well as systemic controls) have been implemented and put firmly in place, that they be maintained and sustained in a consistent manner. That the individual members in particular and the Organization in general “does not stray” from the True and Correct Path and stick to a more focused and relevant Direction.

· To REPAIR the damage wrought by the inept and misguided national leadership (also known as the “NC”) as far as the relationship with the Mother Organization is concerned. To eliminate and cast away all animosity and hostility and work diligently for peace and harmony between the two Organizations.

WHAT THE COE DOES NOT WANT:

· The COE does not want to CONTROL the SRB National Council. What the COE wants is a national leadership and national leadership structure that is NOT corrupt and misdirected. The COE does not want the very same people running things for SRB as if they own SRB. The COE wants these people exposed and out of SRB.

· The COE does not want to create, organize or found chapters and alumni associations. That is not what the COE is for and why it was organized. The COE does not want to run SRB.

· The COE does not want the Basic Traditions of SRB changed. The COE wants these Traditions preserved and maintained. What are these Traditions?

- The Original History of SRB, in its unadulterated form, as written down by no less than Founder Arturo “JUN” Cristobal Jr. himself.

- The Recognition of the Four Original Founders of SRB; namely – Founder Lord Jun Cristobal, Founder Lord Vic Tomelden, Founder Lord Len Toledo and Founder Lord Bong Manuel.

- The Thirty-Seven (37) Original Chartered Members of Scouts Royale Brotherhood led by the late Brother Vicente “Bing” Marabut, our “Il Duce” (The Leader).

- The Three (3) Guiding Cardinal Principles which are Leadership, Friendship and Service.

- The Scout Oath and the Twelve (12) Parts of the Scout Law.

- The Four (4) Folds of SERVICE. Service is the One of the Major Reasons for SRB’s existence.

- That part of the Tradition that acknowledges the fact that Other Members of ALPHA PHI OMEGA (APO) had greatly helped SRB during its infancy. APO Alumni such as: Bro. Cary Lazo, Bro. Boy Cruz, the late Bro. Boy Aure of Beta Alpha Chapter (NCBA) and the late Bro. Bobby Vasquez of Pi Chapter (UST) among many others. Credit and recognition should also go to the majority of Resident Members of Alpha Delta Chapter who at that time (1975) voted to allow SRB to continue existing. And so it was, and so we became…

HOW DOES THE COE INTEND TO ACHIEVE AND OR ACCOMPLISH ITS GOALS AND OBJECTIVES?

By deeds and not words. “Acta Non Verba.”

By winning the hearts and minds of SRB Members both young and old. By LEADING the way in showing that there is always a better way of doing things. By INITIATING action when and where others have become timid and reluctant to make the first move. By unconventionally thinking “out-of-the-box” and by EXPLORING other possibilities in how to improve things for the Organization.

WHAT IS THE OFFICIAL STAND OF THE COE REGARDING SCOUTS ROYALE BROTHERHOOD?

· The COUNCIL OF ELDERS (COE) firmly and clearly adheres to the Belief that the Scouts Royale Brotherhood (SRB) is a totally and completely INDEPENDENT Fraternal Organization with its own unique Identity, its own Mission and Direction, Program and Activities but with certain Common Principles that it mutually shares with its Mother Organization – ALPHA PHI OMEGA (APO).

· The COUNCIL OF ELDERS (COE) believes in change and progress for SRB to grow and develop into a mature and responsible and responsive organization. This can be done by accepting and adopting new modern ideas, concepts and methods that will streamline its structure and optimize its operations and activities. This however, can be done and should be done without sacrificing and or compromising certain TRADITIONS that we hold very dear in SRB. This is made clear by the Council of Elders or COE.

· The COUNCIL OF ELDERS (COE) most vigorously and vehemently CONDEMNS the notorious NC Resolution 2003 issued by the bogus and inept SRB “National Council” as an openly hostile act prejudicial to the time-honored Tradition of Harmony between SRB and APO. The COE believes that it is the Right of any SRB Alumni to join Alpha Phi Omega if he or she wishes to and that no one has the power to deprive him or her of Membership Status should this happen. This applies to other SRB Alumni who wishes to join or has joined Organizations and or Associations not in conflict with its Ideals, Values and Principles such as (to name just a few) – the Holy Name Society, the Legion of Mary, the Christian Brotherhood International (INC), Rotary, Kiwanis, Lions, Jaycees, the Knights of Rizal, the Knights of Columbus, the Fraternal Order of Eagles, the Oddfellows, the Order of DeMolay or even Freemasonry. As long as such organization or association is not at an overwhelming contrast or variance with SRB. The COE maintains that this infamous Resolution goes against the very grain and root of SRB’s proud lineage and heritage. The COE does not accept Resolution 2003 and will work unceasingly to have it revoked, rescinded and or abolished.

· The COUNCIL OF ELDERS (COE) emphasizes that it is cautious on this particular subject but accepts the fact that expansion into colleges and universities is, at this point in time, inevitable but insists that the SRB national leadership must allow the possibility of assimilation and integration of pre-qualified and competent SRB Alumni Members as Full and Regular Members of Alpha Phi Omega if there would be such a Special Program to accommodate those SRB Members who would choose to do so. The COE is lukewarm to Associate Membership for SRB Alumni and believes that such approach is awkward and would be ineffective. Be that as it may, the COE also advocates and encourages GREATER “quality control” in the selection and admission of new SRB members whether in high school or, as the case may be, in college.

· The COE believes that SRB has evolved through the years and is in fact, still continuing in its evolution. It is NO LONGER the high school fraternity that it was once in 1975… it is starting to discover itself. HOWEVER, with its development, the COE wants SRB to stay on the Right Path, the Correct Path and not get waylaid or misdirected by those who might have a their own selfish, hidden and nefarious agenda. The COE wants the Right Leadership to man the helm of SRB… the very best, brightest and sharpest it can get from its own ranks.

By way of UPLIFTING SRB and placing the Brotherhood on a Higher Level…

· In 2009, the COE completely took over the Pre-Anniversary Celebration at The Pearl Hotel Manila and launched the SRB COE “Global” Recognition Awards which included:

- The SRB COE Grand Cross of Chivalry of the SRB Legion of Honor (LOH)

- The SRB Order of Merit (OM)

- The SRB Best School Chapter Award

- The SRB Best Community Chapter Award

- The SRB Best Local Alumni Association Award

- The SRB Best Overseas Alumni Association Award

Likewise, there were numerous Prizes given out during the Raffle at that Event. The Grand National Adviser Director Oscar “Cary” Lazo donated a 16-inch color TV and BJMP Col. Wen Abordo gave a mini refrigerator among many other prizes. Formal Attire was insisted and enforced and the Guests included Atty. Andres who was the Chief of Staff of then Vice President Noli “Kabayan’” De Castro and Atty. Ruel Lasala – Deputy Director for Intelligence and Security of the National Bureau of Investigation (NBI). For the very first time in any formal SRB function, there was a smart-looking Scout Honor Guard escorting the Flag and an entire Lechon was donated by Elder Dr. Ramon “Mon” Reyes MD.

· In 2010, aside from the usual Awards of Recognition ( such as the SRB COE Grand Cross of Chivalry and the SRB Legion of Honor; the SRB Order of Merit; the SRB Best School Chapter Award; the SRB Best Community Chapter Award; the SRB Best Local Alumni Association Award; the SRB Best Overseas Alumni Association Award ) which by now everyone was so eagerly awaiting, some New honors had been added:

- The Brother Vicente “Bing” Marabut Lifetime Achievement Awards

- The Maximo Supremo Special Recognition Awards

- The SRB Young Emerging Chapter and Community Leaders’ Awards

- The Honorary COE Membership to Deserving Friends and Supporters of the Council of Elders.

Aside from Director Oscar “Cary” Lazo who graced the auspicious Event, one of the Four Original SRB Founders – Brother Feliciano “Len” Toledo also attended. There were also a few of the 37th Chartered Members of SRB present who were present. Again, for the second year running, our Elder and Medical Services Director - Dr. Ramon “Mon” Reyes MD once again donated a whole Lechon.

By these many various accomplishments, the COUNCIL OF ELDERS (COE) wishes to show others, most especially those within the SRB Organization that there is a much better way of doing things. That we can all be a part of helping SRB mature into a world-class National Youth Volunteer Organization which can be looked up as and regarded by everyone in Society as a successful “model leadership training institution” for young men and women. This can be done by “thinking out of the box” and accepting that changes are needed for the Organization to grow properly. The COE Membership wants to be the positive “role models” for the “Newborns” or the Younger Generation of SRB. The COE emphasizes on embracing the Timeless Values which are the True Standard of Manhood - including the Scout Oath and the Twelve (12) Parts of The Scout Law plus an added good measure of leading and living a disciplined life and lifestyle; moderation in all things, self-restraint and self-control as well as patience, determination and perseverance to overcome all obstacles and accomplish identified goals.

THE SRB COUNCIL OF ELDERS (COE) WILL ALWAYS ADHERE TO ITS FIRM BELIEF THAT THERE IS ALWAYS A BETTER WAY OF DOING THINGS FOR SRB.

SO WHILE OTHER JUST POINTED TO THE DIRT… THE COE WAS ALREADY SWINGING THE BROOM. LET IT BE KNOWN TO ALL THAT IT WAS THE COE WHICH INITIATED THE CALL AND STARTED THE TREND FOR CHANGE AND REFORMS.

First COE Motto: “QUAE AMISSA SALVA” – SAVE WHAT WAS LOST.

Because somewhere along the way, we have lost the real identity and essence of what Scouts Royale Brotherhood should be… as intended by our Founders. We must admit this first in order that the eyes of the entire Organization will be opened to what is needed to be done… a vast sweeping change not only of the present national leadership and its vague and flimsy structure, it management style of administering to the needs of the General Membership (or rather the lack of it) and its meaningless direction and absence of values. The COE came into being because of this.

Second COE Motto: “DURUM PATIENTIA FRANGO” – BY PATIENCE, I BREAK DOWN WHAT IS HARD.
