The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail. - An RfC on the administrator resysop criteria was closed. 18 proposals have been summarised with a variety of supported and opposed statements. The inactivity grace period within which a new request for adminship is not required has been reduced from three years to two. Additionally, Bureaucrats are permitted to use their discretion when returning administrator rights.
- Following a proposal, the edit filter mailing list has been opened up to users with the Edit Filter Helper right.
Technical news
- Wikimedia projects can set a default block length for users via MediaWiki:ipb-default-expiry. A new page, MediaWiki:ipb-default-expiry-ip, allows the setting of a different default block length for IP editors. Neither is currently used. (T219126)

New Page Review newsletter December 2019
- Reviewer of the Year
This year's Reviewer of the Year is Rosguill. Having gotten the reviewer PERM in August 2018, they have been a regular reviewer of articles and redirects, been an active participant in the NPP community, and has been the driving force for the emerging NPP Source Guide that will help reviewers better evaluate sourcing and notability in many countries for which it has historically been difficult.
Special commendation again goes to Onel5969 who ends the year as one of our most prolific reviewers for the second consecutive year. Thanks also to Boleyn and JTtheOG who have been in the top 5 for the last two years as well.
Several newer editors have done a lot of work with CAPTAIN MEDUSA and DannyS712 (who has also written bots which have patrolled thousands of redirects) being new reviewers since this time last year.
Thanks to them and to everyone reading this who has participated in New Page Patrol this year.

- Redirect autopatrol
A recent Request for Comment on creating a new redirect autopatrol pseduo-permission was closed early. New Page Reviewers are now able to nominate editors who have an established track record creating uncontroversial redirects. At the individual discretion of any administrator or after 24 hours and a consensus of at least 3 New Page Reviewers an editor may be added to a list of users whose redirects will be patrolled automatically by DannyS712 bot III.
- Source Guide Discussion
Set to launch early in the new year is our first New Page Patrol Source Guide discussion. These discussions are designed to solicit input on sources in places and topic areas that might otherwise be harder for reviewers to evaluate. The hope is that this will allow us to improve the accuracy of our patrols for articles using these sources (and/or give us places to perform a WP:BEFORE prior to nominating for deletion). Please watch the New Page Patrol talk page for more information.
- This month's refresher course
While New Page Reviewers are an experienced set of editors, we all benefit from an occasional review. This month consider refreshing yourself on Wikipedia:Notability (geographic features). Also consider how we can take the time for quality in this area. For instance, sources to verify human settlements, which are presumed notable, can often be found in seconds. This lets us avoid the (ugly) 'Needs more refs' tag.

Guideline and policy news
- A request for comment asks whether partial blocks should be enabled on the English Wikipedia. If enabled, this functionality would allow administrators to block users from editing specific pages or namespaces, rather than the entire site.
- A proposal asks whether admins who don't use their tools for a significant period of time (e.g. five years) should have the toolset procedurally removed.
- Following a successful RfC, a whitelist is now available for users whose redirects will be autopatrolled by a bot, removing them from the new pages patrol queue. Admins can add such users to Wikipedia:New pages patrol/Redirect whitelist after a discussion following the guidelines at Wikipedia talk:New pages patrol/Redirect whitelist.

- Twinkle now supports partial blocking. There is a small checkbox that toggles the "partial" status for both blocks and templating. There is currently one template: {{uw-pblock}}.
- When trying to move a page, if the target title already exists then a warning message is shown. The warning message will now include a link to the target title. [1]

- Following a recent arbitration case, the Arbitration Committee reminded administrators
that checkuser and oversight blocks must not be reversed or modified without prior consultation with the checkuser or oversighter who placed the block, the respective functionary team, or the Arbitration Committee.

Who cares if the "official announcement" hasn't been made, literally every news source on the planet has already announced his exit and you are conflicting that with your crappy edit. Many people rely on this article (including me) to make sure who's in and out in this election and you are actively causing confusion and wrongfulness by doing so. - Following the 2020 Steward Elections, the following editors have been appointed as stewards: BRPever, Krd, Martin Urbanec, MusikAnimal, Sakretsu, Sotiale, and Tks4Fish. There are a total of seven editors that have been appointed as stewards, the most since 2014.

...for your earlier editorial attention to the Robert R. Redfield article. Care to return and do a "once-over", on the overly long vaccine controversy subsection? It is disjointed, repetitve, and possibly (at least in its length), approaching non-neutral. As I said in an edit summary, citing whole books without page numbers is bad form, and too much is made out of Redfield's choosing to pursue a vaccine. (Many were pursuing vaccines in that period, and many still are; to have done so is not the controversy; rather, it is because he was accused of overstating the initial data, see text citations.) So, it needs a logging editor's attention. For comparison (length, balance), see the pay controversy subsection. Thank you. Looking for clarification, hoping you can help.
In a good faith effort for accurate information, providing clear academic detail in the Info Box is appropriate. What is the standard here? Is it to list the history of "attended" schools regardless of degree completion status--or even good academic standing? Note, President Harry Truman's Info Box relative to non-completion and Governor Scott Walker's on omission from Info Box.
Some guidance here, please. For clarity, it seems if the institution is listed, then citing degree earned or non-degree status with possible listing of dates attended would be in order; or not citing the academic institution altogether is appropriate especially in the case of casual attendance with no degree earned. Additionally, the way the Info Box is likely frequently used (without reading details in expanded text), providing these clarifying details or in the case of the non-degree earned attendance, omitting the institution in the Info Box would add immediate clarity to this 'nuts and bolts' information.

- Hello, friend! I would argue that, in this case, given the lack of standardization regarding education within infoboxes, FSU could indeed be removed from Mr. Meadows' infobox. I, however, adhere to a standard that all tertiary educational institutions attended, regardless of degree status, should be noted. Nevertheless, the infobox for Bill Gates includes this note: "If there is anything that questions status of a subject as an alumni of a university, it is not included in the alma mater/education section[...]". I may be mistaken, but this seems like local consensus for Mr. Gates' article only; all the same, it is thus permissible to remove FSU from that list. Non-Degree re Mark Meadows Non-Degreed Status @ Florida State University

Thanks for your response and for providing citations/rationale.
My preference would be to cite a version of 'no degree earned' if that option existed. However, in the interest of clarity and in following established norms (i.e., again, since a "non-degree" notation is not standard protocol), I would go with not citing educational institutions of non-degree attendance, especially in the case where the duration is minimal and given that the precedent and practice for this does exist. Adequate options for listing details of stop-start attendance in the text allows for nuance of the subject's [non-degree] educational history and academic accomplishments.

George Pell
Hi there. Thanks for your edits and I hope you're well during these times. I noticed that at this edit you removed the infobox criminal from George Pell that was hidden following release of the HCA decision to quash his verdict. I thought that hiding the infobox was the right decision for the time being, until the DPP decides if it intends to recommence criminal proceedings. Thoughts? In late February, Google added 5 new languages to Google Translate: Kinyarwanda, Odia (Oriya), Tatar, Turkmen and Uyghur. This expands our ability to find and evaluate sources in those languages.

Technical news
- Sysops will once again be able to view the deleted history of JS/CSS pages; this was restricted to interface administrators when that group was introduced.
- Twinkle's block module now includes the ability to note the specific case when applying a discretionary sanctions block and/or template.
- Sysops will be able to use Special:CreateLocalAccount to create a local account for a global user that is prevented from auto-creation locally (such as by a filter or range block). Administrators that are not sure if such a creation is appropriate should contact a checkuser.
Arbitration
- The 2020 Arbitration Committee Elections process has begun. Eligible editors will be able to nominate themselves as candidates from November 8 through November 17. The voting period will run from November 23 through December 6.
- The Anti-harassment RfC has concluded with a summary of the feedback provided.
