News and updates for administrators from the past month (June 2023).
- Contributions to the English Wikipedia are now released under the Creative Commons Attribution-ShareAlike 4.0 International License (CC BY-SA 4.0) license instead of CC BY-SA 3.0. Contributions are still also released under the GFDL license.
- Discussion is open regarding a proposed global policy regarding third-party resources. Third-party resources are computer resources that reside outside of Wikimedia production websites.
- Two arbitration cases are currently open. Proposed decisions are expected 5 July 2023 for the Scottywong case and 9 July 2023 for the AlisonW case.

Community sanctions mostly un-updated
Hey. Maybe I'll do it myself at some point, if I have the time (bigef), but as a way also of a reminder / magic, I just noticed in passing that virtually all the community-authorized sanctions, active and defunct alike, have not been updated to CT. I first saw that it @WP:GS/IRANPOL, which reads: For the specific Committee decision that rescinded or modified these community sanctions, see Wikipedia:Arbitration/Requests/Case/Iranian politics#Discretionary sanctions
— an incorrect link, since that (Remedy 4.3.1) was changed to #Contentious topic designation. And so on.
So then I took a non-exhaustive look at a few others: WP:CASTE (active), WP:GS/COVID19 (defunct), WP:GS/Crypto (active), WP:SCW (active), WP:GS/IPAK (defunct), and WP:GS/PAGEANT (active) — of those, only the last two had been updated (i.e. not going on about discretionary sanctions, etc.). I think that it would work towards lowering the confusion quotient to get all of them updated to CT — I was gonna say confusion on the part of new users, but after this (the impetus for my discovery), I'd also say veteran ones. - There are a lot of open requests for CheckUser. These will be dealt with when they are come to in the open list. I've previously looked at least one of these requests and not found immediate socking from CU evidence, so stopped the investigation early to find clear cut cases that could be dealt with quickly. - Thank you for the response. I was wondering why CU is done quickly on some other cases such as Wikipedia:Sockpuppet investigations/Fangusu. The above listed cases are on queue for a long period of time (more than 2 weeks) whereas CU was completed on Wikipedia:Sockpuppet investigations/Fangusu the day the case was filed.

- This may be for many reasons, including whether the evidence is clear cut. With the case you mention just above, the case listed there was filed what we call pro forma. Recent changes
- The Section-level Image Suggestions feature has been deployed on seven Wikipedias (Portuguese, Russian, Indonesian, Catalan, Hungarian, Finnish and Norwegian Bokmål). The feature recommends images for articles on contributors' watchlists that are a good match for individual sections of those articles.
- Global abuse filters have been enabled on all Wikimedia projects, except English and Japanese Wikipedias (who opted out). This change was made following a global request for comments. [3]
- Special:BlockedExternalDomains is a new tool for administrators to help fight spam. It provides a clearer interface for blocking plain domains (and their subdomains), is more easily searchable, and is faster for the software to process for each edit on the wiki. It does not support regex (for complex cases), nor URL path-matching, nor the MediaWiki:Spam-whitelist, but otherwise it replaces most of the functionalities of the existing MediaWiki:Spam-blacklist. There is a Python script to help migrate all simple domains into this tool, and more feature details, within the tool's documentation. It is available at all wikis except for Meta-wiki, Commons, and Wikidata. [4]
- The WikiEditor extension was updated. It includes some of the most frequently used features of wikitext editing. In the past, many of its messages could only be translated by administrators, but now all regular translators on translatewiki can translate them. Please check the state of WikiEditor localization into your language, and if the "Completion" for your language shows anything less than 100%, please complete the translation. See a more detailed explanation.

- The new version of MediaWiki will be on test wikis and MediaWiki.org from 11 July. It will be on non-Wikipedia wikis and some Wikipedias from 12 July. It will be on all wikis from 13 July (calendar).
- The default protocol of Special:LinkSearch and API counterparts has changed from http to both http and https. [5]
- Special:LinkSearch and its API counterparts will now search for all of the URL provided in the query. It used to be only the first 60 characters. This feature was requested fifteen years ago. [6]
Future changes
- There is an experiment with a ChatGPT plugin. This is to show users where the information is coming from when they read information from Wikipedia. It has been tested by Wikimedia Foundation staff and other Wikimedians. Soon all ChatGPT plugin users can use the Wikipedia plugin. This is the same plugin which was mentioned in Tech News 2023/20. - There is an ongoing discussion on a proposed Third-party resources policy. The proposal will impact the use of third-party resources in gadgets and userscripts. Based on the ideas received so far, policy includes some of the risks related to user scripts and gadgets loading third-party resources, some best practices and exemption requirements such as code transparency and inspectability. At this linked discussion I was under impression two users are different but WP:SPI/Aronanki seem to have confirmed two accounts were one user. I think mention of those being socks at the article talk page discussion would be preferable to avoid confusion in mind of future participants. I am not sure what part their postings can be struck out. Requesting your help/ guide on either striking out or appropriate note in the said article talk page discussion. I'd been involved in a discussion about "enforced BRD" and had been surprised myself that we don't seem to have much in policy that's prominent or easily findable, thought maybe a couple of links might help, but was aware that Arb/clerk territory was possibly right next door. :) Valereee (talk) 16:52, 21 July 2023 (UTC)
- @Valereee, in this case the page you were editing is used as a template on the contentious topic subpages and not on the official procedure page. As such, it's fine to edit this page and the contentious topic subpages as they are more akin to a FAQ which is primarily maintained by the clerks but otherwise fine for constructive editing by others.
- In general, the line of getting too close to arb/clerk territory is when there is a editnotice or talk page banner saying only clerks / arbs should be editing the page. Otherwise being WP:BOLD to make constructive edits is fine, as if it's deemed to not be okay it can then be reverted as necessary. DJ, I noticed that you and Callanecc had updated the {{AE sanction}} template to reflect the DS-> CTOP change. Could you do the same for {{AE sanction/topicban}}? Currently the topicban template fails to link to the appropriate arbcom decision properly (see, eg this manual fix by Bishonen) and I am hesitant to attempt the template update myself. Cheers. That was close to a month ago, and I've not seen SPIs go on for that long, so I was wondering if you could either bring it to a close, or explain the issue that has kept it open for this long. - @Loafiewa, there is quite a backlog of cases at WP:SPI (as evidenced by the notice at the top). As such, it just hasn't been got to yet. A SPI need to be act on
Could you please look into the SPI case, mate? https://en.m.wikipedia.org/wiki/Wikipedia:Sockpuppet_investigations/EramZuko As I’ve detected five accounts run by the same bloke and in one account he’s claiming to be the editor of Wikipedia. Upon checking, I’ve found no evidence of him as an editor, so technically he’s written in his user page to distract other users, innit.

- As part of the changes for the better diff handling of paragraph splits, improved detection of splits is being rolled out. Over the last two weeks, we deployed this support to group0 and group1 wikis. This week it will be deployed to group2 wikis. [29]

- Wikisource users can now use the

- ORES, the revision evaluation service, is now using a new open-source infrastructure on all wikis except for English Wikipedia and Wikidata. These two will follow this week. If you notice any unusual results from the Recent Changes filters that are related to ORES (for example, "Contribution quality predictions" and "User intent predictions"), please report them. [42]
- When you are logged in on one Wikimedia wiki and visit a different Wikimedia wiki, the system tries to log you in there automatically. This has been unreliable for a long time. You can now visit the login page to make the system try extra hard. If you feel that made logging in better or worse than it used to be, your feedback is appreciated. [43]

- As part of the changes for the Better diff handling of paragraph splits wishlist proposal, the inline switch widget in diff pages is being rolled out this week to all wikis. The inline switch will allow viewers to toggle between a unified inline or two-column diff wikitext format. [44]

- All wikis will be read-only for a few minutes on 20 September. This is planned at 14:00 UTC. More information will be published in Tech News and will also be posted on individual wikis in the coming weeks. [45]
- The Enterprise API is launching a new feature called "breaking news". Currently in BETA, this attempts to identify likely "newsworthy" topics as they are currently being written about in any Wikipedia. Your help is requested to improve the accuracy of its detection model, especially on smaller language editions, by recommending templates or identifiable editing patterns. - @Daniel Quinlan, hi there. I've answered your second question on that talk page. With regards to the first, the community authorised discretionary sanctions were based on the ArbCom discretionary sanctions procedure. As such, once the WP:CTOP system replaced DS and because of Wikipedia:Contentious topics/2021-22 review § Name the mentions of discretionary sanctions were to be replaced with contentious topics.

Notability tip: Professors can meet WP:PROF #1 by having their academic papers be widely cited by their peers. When reviewing professor articles, it is a good idea to find their Google Scholar or Scopus profile and take a look at their h-index and number of citations. As a very rough rule of thumb, for most fields, articles on people with a h-index of twenty or more, a first-authored paper with more than a thousand citations, or multiple papers each with more than a hundred citations are likely to be kept at AfD.
Reviewing tip: If you would like like a second opinion on your reviews or simply want another new page reviewer by your side when patrolling, we recommend pair reviewing! Hey--I don't remember the names, no, but they showed up when I ran CU on Rovepashap and checked the various IPs. If I remember correctly those accounts did not have the same Vietnamese obsession, or at least not all of them. I don't know if it's a big deal either, but it does seem clear to me that this one is prolific; they opened up a can of new ones a day after I blocked a bunch. The blocks I made had the WorldWar1989 case linked but the section was then moved to a new case. The prolific account creation would suggest a link as the Belugajdm case had loads of socks. 1RR question
Dreamy Jazz, would a request to create a "WP:ARB1RR" alongside WP:ARBECR require making a request to the Arbitration Committee or is that more of a clerk request?
There are three different 1RRs in WP:CT/A-I, WP:CT/TT, and WP:CT/GMO, but they appear to be equivalent. A shared definition would help simplify things. Also, multiple community sanctions currently reference WP:ARBPIA to incorporate its 1RR which is awkward and I'd like to enable future community sanctions and updates to have the option of picking from a menu of standard provisions (WP:CTOP, WP:ARBECR, and this one).
I believe a slightly tweaked version of the 1RR in WP:CT/A-I could cover them all without changing the meaning of any:
One Revert Restriction (1RR): Each editor is limited to one revert per page per 24 hours on any edits made to content within the area of conflict. If an [[WP:ARBECR|extended confirmed restriction]] is also enforced on the area, reverts made to enforce it are exempt from the 1RR. Also, the [[WP:3RRNO|normal exemptions]] apply. Editors who violate this restriction may be blocked by any uninvolved administrator.
That also adds a link to WP:3RRNO for clarity.
Note that WP:CT/TT would still need to have This restriction may be appealed at Wikipedia:Arbitration/Enforcement, with notifications to be posted, at a minimum, at Wikipedia talk:WikiProject Ireland and Talk:The Troubles.

- @Daniel Quinlan, it depends on where the shortcut would link to. If it was to be added to Wikipedia:Arbitration Committee/Procedures, this would need an agreement of the arbitrators. Therefore a request at WP:ARCA would probably make the most sense. If it was outside arbitration space (such as on Wikipedia:General sanctions or WP:1RR), then it wouldn't need a request.
- As to your suggested wording, my thoughts are that it looks good to me except that
Editors who violate this restriction may be blocked by any uninvolved administrator.
isn't probably correct for just WP:CT/TT. This is because that 1RR is applied as a WP:CTOP restriction and as such the editor who violates this could be blocked, topic banned, interaction banned, or even have revert restrictions placed by an uninvolved administrator. - Hopefully that is useful and happy editing, Dreamy Jazz talk to me | my contributions 09:20, 11 October 2023 (UTC)

If it's the former, it seems superfluous because revert restrictions are already available. If it's the latter (and that is how I would read it in WP:CT/TT), it's confusing because all of the other editor restrictions in WP:CTOP are imposed by a single uninvolved administrator. So please before you drag my name for a potential discussion, please check the facts. Just because you dont agree with something, doesnt mean you can accuse people without evidence, this is an encyclopedia not a child's playground. Try at least to be professional user: RevampedEditor, because you itself are a sockpuppet so I would keep quiet I were you, otherwise I will request an investigation on your profile.

- Despite being around a rather long time, I've blocked Pinzunski based on behavior. According to the archive at least, you (Dreamy Jazz) would not have uncovered the account because they didn't start editing until your last check. I also found it telling that Pinzunski and SHINGO154 (talk · contribs · deleted contribs · logs · filter log · block user · block log) both edited Kaito Kiyomiya, a Japanese wrestler, in other words not a footballer. Nor was I impressed with Pinzunski accusing the OP of being a sock of BrazilianDude70, a user who has over 50K edits - not that I'm familiar with either editor.--Bbb23 (talk) 00:07, 17 October 2023 (UTC)

And now, :@Bbb23, after those baseless accusations, they resorted to anon editing (https://en.wikipedia.org/wiki/Special:Contributions/77.249.58.62), for instance inserting in João Palhinha stuff about the Morocco national football team and Cristiano Ronaldo that has nothing to do with Mr. Palhinha. I, on the other hand, inserted the games he PLAYED IN at the 2022 FIFA World Cup, and if you notice i still tried to reach a compromise with them in Mr. Palhinha's article, cleaning up instead of reverting.

- Pinzunski said above that they are Dutch. The 77. IP is also Dutch (assuming it's not a proxy). AFAIK, Maritimc123 used pretty much only Portuguese IPs, so now I'm questioning my block. - It's kind of muddled now, actually. If possible, you might want to shed some light on whether Pinzunski is a sock of Maritimc123. If they are unrelated, or even unlikely, the only thing I would do is remove the tag from their userpage. - Running CU on this account suggests that they had already created sleeper accounts before their block (since blocked) and were editing while logged out on a few occasions before their block. While logged-out editing and creating sleepers isn't necessarily always block-on-sight, it seems that (based on the edit below by an IP and not based on CU evidence) they have evaded their block to threaten legal action and as such much stay blocked regardless until such threats are retracted.
- With respect to the relation to Martimc123, I would say that comparing IPs to IPs from the Martimc123 case it seems that CU suggests Unrelated (different sides of the same continent with no proxy use seen). Dreamy Jazz talk to me | my contributions 14:35, 19 October 2023 (UTC)
- Thanks for your comments. It's pretty much as I expected. I've removed the tag from the Pinzunski userpage. I think it's unlikely Pinzunski will be unblocked, at least not in the short term. All they've been doing is evading their block with IPs, and it wouldn't surprise me if they create another named account. Yes :@Bbb23, i sometimes edit logged off because i'm just too lazy to log, besides i've nothing to hide/fear, 17 years here and i've never vandalised/disrupted anything (my summaries are another thing, Drmies can tell you a thing or two about those, not the best area for me i admit it). I also had two accounts before this one, i originally wanted to quit WP for good but then thought better and tried to start afresh (not with the best results i'm afraid, i'm as wiki-tired as can be). But no way i'm BrazilianDude70, i've already pinged him to comment here!

- I didn't get much but RevampedEditor is not a sock of mine. We share the same interests here (football), but we are not the same person. Besides, I can't edit in two articles with two different accounts at the same minute, per here and [59]. Check out that I made an edit at Gustavo França and Portuguesa squad template at 13:49 on 23 December, while RE edited Jordi Amat at the same minute... Welcome to the inaugural Moderator Tools newsletter! We’ll aim to publish new issues whenever we have big new updates about the projects we’re working on.
PageTriage
We’ve now wrapped up our work to support the English Wikipedia’s New Pages Patrol community by tackling some major technical debt in the PageTriage extension. The final project update gives an overview of all the work that we did over the past 6 months.
Automoderator
We’re currently working on a project called Automoderator, which will enable communities to automatically revert bad edits based on community-defined settings. We’re looking for input and feedback on our plans so far, and have a number of questions on topics we need patrollers and administrators to help us understand better. In addition to the overview and questions on the main project page, we now have two sub-pages with more specific information:
- If you want to investigate Automoderator’s accuracy rate and check out how it would behave in practice, we’ve set up a testing process with data and scores so you can help us find new patterns we can take into consideration before Automoderator is deployed.
- The measurement plan is the first draft of our plan to measure whether Automoderator is achieving its goals and not having negative consequences. Want to propose some data for us to capture to help evaluate this project? This is the place to go!
Other
Our team has also been working to ensure that software we’re responsible for is updated to support temporary accounts. We’ve made changes to PageTriage, Nuke, and The Wikipedia Library.

- Sure, no harm done. In future, if you want the tags updated it's probably best to check with a SPI clerk or checkuser. In this case, the user admitting to this could be doing it in an attempt to joe job as the blocked user may be claiming to be someone else to make it harder for that other user to appeal in the future. Tagging that link as "confirmed" could incorrectly lead a user later to believe that checkuser evidence was used to link them, even though it was just the user admitting to it. Recent changes
- The Structured Content team, as part of its project of improving UploadWizard on Commons, made some UX improvements to the upload step of choosing own vs not own work (T347590), as well as to the licensing step for own work (T347756).
- The Design Systems team has released version 1.0.0 of Codex, the new design system for Wikimedia. See the full announcement about the release of Codex 1.0.0.
Changes later this week
- The new version of MediaWiki will be on test wikis and MediaWiki.org from 31 October. It will be on non-Wikipedia wikis and some Wikipedias from 1 November. It will be on all wikis from 2 November (calendar).
- Listings on category pages are sorted on each wiki for that language using a library. For a brief period on 2 November, changes to categories will not be sorted correctly for many languages. This is because the developers are upgrading to a new version of the library. They will then use a script to fix the existing categories. This will take a few hours or a few days depending on how big the wiki is. You can read more. [61][62]
- Starting November 1, the impact module (Special:Impact) will be upgraded by the Growth team. The new impact module shows newcomers more data regarding their impact on the wiki. It was tested by a few wikis during the last few months. [63]
Future changes
- There is a proposed plan for re-enabling the Graph Extension. You can help by reviewing this proposal and sharing what you think about it.
- The WMF is working on making it possible for administrators to edit MediaWiki configuration directly. This is similar to previous work on Special:EditGrowthConfig. A technical RfC is running until November 08, where you can provide feedback.
