(edit conflict) Not while you are blocked. You need to immediately WP:DROPTHESTICK and focus only on your actions. After, not before, you are unblocked, you can request a WP:CBAN at WP:AN. Note that a ban is very different from a block. If instead your goal is to get them blocked, another noticeboard would be appropriate. For example, a block for edit warring can be requested at WP:EWN. Again, though, I expect you to immediately drop the stick.
