Ah, that is the problem... In Ukraine officialy all settlements are divided into 3 types: місто (russian город), селище міського типу (russian посёлок городского типа) and сіло (russian село). And there is a problem with translation of this terms into Eglish.
Сіло can be translated unambiguously - only as "village".
Ukranian місто is usually translated as "city", but sometimes as "town" (because some little місто's have a population about 5,000 - 10,000 inhabitants).
But the main problem is селище міського типу. Verbatim it is "urban-type settlement" (селище = settlement, міського типу = urban-type). There is no any tradition of translation of this term into English. There are a plenty of variants: "town", "settlement", "urban-type settlement", "urban-type locality". IMHO, "town" is the best one.

The reason is very simple - Ukrainian is the only one official language on the whole territory of Ukraine.
That is why we write for example Zelenodolsk and Naberezhnye Chelny istead of Yäşel Üzän and Yar Çallı in spite of the fact that Tatarstan has Tatar-speaking majority.

Because, as you can see here Sevastopol and here uk:Севастополь, Ukrainian name for Sevatopol is Севастополь (as well as Simferopol - uk:Сімферополь, Melitopol - Meлітополь, etc.)
