Fadl ibn Rabi'ah edit

@Al Ameer son: The article readable prose size (5759 B) is long enough. The article is new enough. Hook's character count is within the legal limits and is cited immediately. The hook is not interesting but cited by a reliable sources (2 and 4). There is not any copyright violations. - @Saff V.: Sorry didn't notice this until today. I added the QPQ and moved his genealogy (full name) to the Notes section like I've been doing with articles on his descendants (ex. Muhanna ibn Isa).
