The family history certainly regularly uses his full name, but this appears to be disambiguation to distinguish him from the two previous William Evelyns in the family tree. Other sources that routinely use full names to disambiguate, such as Who’s Who and the London Gazette, do the same. None of these are evidence as to Common name; the question is whether he went through life being referred to by his full name, and here the evidence suggests otherwise. The family history itself refers to him casually as “William Evelyn” many times during accounts of his life, as do a fair few reference sources such as the Churchill archive and the Australian National Placenames survey, as well as Hansard itself.
