Official name vs. english translation

Fair use rationale for Image:Athene logo sw.jpg

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Technische Universität Darmstadt → Darmstadt University of Technology – It's not like I'd perfer one or the other option, just felt there should be a discussion, because the English variant is the one usually applied in similar article's names (like the ones linked by the Template:TU9). There also is the problem of the related category having kept its name. The move had been performed by User:StG1990 on the basis of the following rationale: "Technische Universität Darmstadt is also the offical english name". As stated above by himself, User:Janrpeters had performed a move just before that, which, however, had been done in cut & paste fashion. So the questions are if a) "Technische Universität Darmstadt" can really be considered a unique brand name comparable to, say, RWTH Aachen, or if "Technische Universität" should be considered a mere generic name instead, and b) if this should be considered the essential point in naming the related article. - The TU Darmstadt does not use an translation. This ist clearly marked in der Corparate-Design-Guide. Sadly the text which is explaining this is only accessible to members of the university. But I can give an citiation: Die Technische Universität Darmstadt tritt in ihrer Außendarstellung prinzipiell mit ihrem vollen Eigennamen auf und verzichtet auf eine englische Übersetzung. Diesen für alle Mitglieder der Universität verbindlichen Beschluss hat das Präsidium der TU Darmstadt im März 2008 gefasst. - oppose The english language website uses TUD. I was able to find english language news sources that use it. I don't think there's a clear commonname here, so we should default to other naming guidelines - in which case, both are equal and equally recognizeable, especially since the university itself brands itself in the German even when writing in English.
