In 1890 when he emigrated from "Poland" to the US, modern Poland and Poland as then imagined (although they have different boundaries) consisted of parts of the German Empire, the Austro-Hungarian Empire and the Russian Empire. While Congress Poland was the name of a part of the Polish territory of the Russian Empire, the term as used then was often less precise, even more so if the person was ethnically Polish and the information was gathered and published after 1918.
