Fair use rationale for Image:Lapu-lapu City logo.png edit

 

Image:Lapu-lapu City logo.png is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

There is a discussion regarding the removal of the word "city" from the article titles of Philippine cities. For city names which are not unique, disambiguation alternatives are also being presented. Lapu-Lapu, PhilippinesLapu-Lapu City – Per new consensus at Wikipedia talk:Tambayan Philippines/Archive47#Moving forward on barangays plus some MOSPHIL discussion and the updated WP:MOSPHIL, regarding the simplification of title convention of Philippine cities into three types (<plain name> like Malolos, <usual disambiguation> like San Carlos, Negros Occidental, and <City suffix format> like Davao City), and abandoning the "x, Philippines" format, which is not a common name in most reliable sources and unnatural with respect to common usage here.

For the case of Lapu-Lapu City, plain name does not fit because "Lapu-Lapu" refers to the hero (hence it redirects to Lapulapu). It can also be a common name here in Luzon for a kind of fish.
