She is in both the photographers from the Russian Empire and 19th-century photographers from the Russian Empire. I think the later is unneeded and we should only have one category. The 19th-century category is a proper subcategory of the photographers from the Russian Empire category. If you feel it is not needed you should restore all the articles you have removed from it and then visit WP:CFD.
