Does concrete cure faster in hot or cold temperatures?

I think this is too much of a generalization? Is it true of all paints or only oil-based (say your oily outdoor gloss) paints? With water-based paints, such as emulsions, I believe it's a two-stage process involving a degree of actual drying (evaporation) followed by coming together (coalescence) of the binder particles, and there is no actual cross-linking? The paint does, literally, dry? I am a chemist but this is not my area, so I would appreciate a second pair of eyes and brain cells.
