Merger proposal edit

I propose that Yarra City Council be merged into City of Yarra. In line with other municipality articles (e.g. City of Monash, City of Melbourne) I think the councillor and ward details are better suited in this article. I think it's a bit bizarre that it was ever broken out in the first place, and no one has thought to do it anywhere else for a reason. It also hasn't been updated since 2012, so it's a pretty easy merge in my book. The Drover's Wife (talk) 06:31, 2 December 2015 (UTC)Reply

Yarra for All edit

@Roslacklife has created an account just to remove all mentions of Yarra for All

YFA has clearly identified essentially as a party with three councillors (https://twitter.com/yarraforall/status/1767400244378304587) - Michael Glynatsis, Stephen Jolly and Bridgid O'Brien - and a quick search reveals it's endorsing candidates for an election ([1]https://twitter.com/LocalElectionAU/status/1760608499883790352)

Regardless over the technical definition of party, it's clearly a bloc and there is no reason to remove its mentions - repeatedly removing them with the exact same copy-paste about it being an incorporated association (which doesn't necessarily mean it's not a party) is getting to the stage of vandalism Totallynotarandomalt69 (talk) 03:50, 15 March 2024 (UTC)Reply

To whom it may concern
My name is Stephen Jolly and I am the Secretary of Yarra For All Inc.
The purpose of Yarra For All Inc is altruistic.
It is a formal mechanism governed by the laws of Victoria designed to encourage residents
of the City of Yarra to run as Independents for Council Elections without the disadvantage of
NOT having support from a Political Party.
Yarra For All Inc is a registered association incorporated under the Victorian Government
Associations Incorporation Reform Act 2012 as administered by Consumer Affairs Victoria.
The Incorporation Number is A0119906F and the date of incorporation was 22 May 2023.
As per the rules of incorporation governing Yarra For All Inc:
“The purposes of the association are to fund the election campaigns of selected Independent
Candidates for the 2024 Council Elections for the City of Yarra in Victoria, Australia.
Following settlement of all financial commitments, Yarra For All Inc will be wound up within a
reasonable period (no later than 12 months) after the conclusion of those elections with all
remaining funds to be charitably donated to the Brotherhood of St Laurence or other
Australian Charity as agreed unanimously.”
Yarra For All Inc is NOT a political party for the following reasons.
1. Yarra For All Inc is NOT and WILL NOT be a political party registered under either
the Australian Electoral Commission

parties/)
or the Victorian Electoral Commission
(https://www.vec.vic.gov.au/candidates-and-parties/registered-political-
parties/currently-registered-parties).
2. Yarra For All Inc will NOT have its name listed against any candidate for any election.
3. Yarra For All Inc will NOT require any candidate to support any policy.
4. Yarra For All Inc will NOT require any candidate post-election to vote as a block.
5. Yarra For All Inc will WIND ITSELF UP after the conclusion of the 2024 Council
Elections for the City of Yarra.
Yarra For All Inc. has NOT endorsed any candidate for the 2024 Yarra Elections as that
election has not yet been called.
At a time after the election is called, Yarra For All Inc. will put a binding motion to its
members to publicly declare any donation to be made to any selected candidate running as
an Independent for the Yarra Council Elections.
This donation will be in the form of in-kind assistance for the printing of flyers and posters for
use during the campaign.
Yarra For All Inc will NOT require approval of the comments made in the flyers or posters
other than to make sure that any comments made are factual.
Yarra For All Inc will NOT have any further involvement beyond this and will wind itself up
after the conclusion of the Yarra Council elections.

Given YFA is funding (essentially endorsing) candidates, and promoting three councillors (including yourself) as linked to them, I don't believe it's inappropriate to have mentions of YFA on this page. The technical description of "party" can be argued about, but with YFA backing candidates it's probably more helpful to readers to have it listed.d

In particular:

I point you again to the statement I sent you on 17 March 2023.
Yarra For All Inc (A0119906F) is NOT a political party registered under either the Australian Electoral Commission or Victorian Electoral Commission.
Yarra For All Inc has adopted the Model Rules as listed under Schedule 1 of the
Associations Incorporation Reform Act 2012 (the Act).
There IS a rule requiring Yarra For All Inc to be wound up at the conclusion of the 2024 Yarra Council elections.
There are NO rules requiring selected candidates to support a policy or vote in a prescribed manner.
There are NO rules requiring candidates to include a statement of endorsement from Yarra For All Inc on any representation they make.
These are NOT the rules of a political party.
I also point out that the link to “Yarra For All” that is next to our names incorrectly refers to political parties registered at Local Government level and that there is no listing for Yarra For All as a registered political party.
I feel that a fair and reasonable person would find that it is misleading for Wikipedia to portray myself, Michael Glynatsis and Bridgid O’Brien as representing a Yarra For All Political Party.
Wikipedia is doing a disservice to myself and others by implying to the reader that we are running for a fictional Political Party and not as Independents.
Our good faith intent is to provide the facts to you as an editor so as to understand the situation as it is.
I state again that the altruistic intent of Yarra For All Inc is to encourage residents of the City of Yarra to run as Independents for Council Elections who otherwise would be disadvantaged against candidates from Political Parties.
Please let us know whether you are happy to correct this or whether we should open a
dispute on this. We would rely on our registered documentation to support our view.

Wikipedia is an open collaborative encyclopaedia. Disagreements about an article's content should and will be discussed publicly on the relevant talk page so that the rationale for any contested changes is clear and so that other editors can contribute. In this spirit, I am entering this discussion as another editor.
The definition of a political party is straightforward: it is an organisation or collective entity that co-ordinates candidates for election. The letter above from Yarra For All clearly specifies that it is a registered association incorporated under Victorian law, and that it is co-ordinating candidates for the 2024 City of Yarra election. Ergo, Yarra For All is a political party.
Any details beyond this are irrelevant. Although the candidates funded are not bound to a policy platform and YFA will be wound up within 12 months of the conclusion of the 2024 election, these do not change the fact that it is a party co-ordinating candidates. YFA's absence from the AEC and VEC's registers of political parties simply shows that it has not chosen to meet those bodies' thresholds for party registration; the presence or absence of an entity from these registers does not determine whether they are a party, and unregistered parties are commonplace. Point number 2 above that Yarra For All's name will not appear against the names of candidates for election is especially immaterial as party names are not printed beside candidate names on City of Yarra ballots even when registered parties such as the Greens explicitly endorse candidates.
In sum, Yarra For All is an association funding and co-ordinating candidates for election, which is sufficient to merit this affiliation being noted for the three incumbent councillors and for any other candidates it backs.
Lastly, I find it concerning that YFA seeks to dictate how disinterested third parties describe it. I am aware that some political parties in Australian politics think that there is some advantage to presenting themselves as "not a party" and that their members are "independents", but this does not bear on Wikipedia.
