This page is not unambiguously promotional, because it in no way, shape or form, advertises this group. Let's analyze the text piece by piece: Boycott Workfare is a British campaign group that has opposed "workfare" policies in the United Kingdom. - No advertising there, just a dictionary description. The group's campaigning has been successful in making several companies and charities pull out of "workfare" because of negative PR. - No advertising here, either.
