Although it's possible that an election might happen in 2024 due to the current government being a minority, an election doesn't officially have to happen until fall 2025, so there's no important reason why a candidate list would already have to be in place for an election that could still be 20 months away, especially given that there aren't any finalized candidates to list in it yet because none of the parties have started any of their local nomination contests yet. If a snap election is called in the interim, then this will be rushed into place at that time, but unless and until that happens this will not be accepted, and is not to be resubmitted to the review queue again, any earlier than April 2025 (six months before the standard expected election date.) If there is a snap election called this fall, then we can rush this into place at that time -- but until a snap election is actually called for real, there's absolutely no reason why this would need to moved to mainspace any earlier than a few months before the officially-expected election date of October 2025.
