I got some ideas that I found helped me while I was starting up the forestry outline. In addition to the outline generator template, I found perusing through the main subject's category helpful for developing the outline structure. In my case, I made sure that all the pages in Category:Forestry were in the correct subcategories, while doing that I noticed some organic structure already existing in how they (the articles and their category) were hierarchized. I copied that into my outline structure and found that the placement of article links after that went much more smoothly and the outline in general much more logical.
