editI originally proposed this project in January 2012 during request for applications to the Fellowship Program and the Wikimedia Foundation. Here is my original proposal. I enacted this proposal in a nearly identical form in my capacity as Wikipedian in Residence at Consumer Reports in May 2012. One short way to describe what I am proposing is an application of the Wikipedia:GLAM Wikipedian in Residence model to every organization which does community outreach. I think that every organization which wants to educate the public should have a Wikipedian in Residence (e.g. "community educator" or "community outreach staff") to teach their community base and to support them in using Wikipedia according to Wikipedia rules.
