Today is International Women's Day in various countries; not Mother's Day...

Frank Avery Hutchins ineligible?

Out of curiosity, why is Frank Avery Hutchins listed as "ineligible" in the staging area? I reread the Selected Anniversaries rules, but I don't see anything about featuring in DYK being cause to disqualify a page from featuring on Selected Anniversaries.
