Should be "Countries" not "Nations" edit

A nation is not synonymous with country. This page appears to be an attempt to "codify" how governments and Wikipedia interact. Countries have governments, not nations. Sometimes a nation posesses a country so that there is a one-to-one relationship between nation and country (see nation state) but such instances are in the minority among sovereign states.
