In the section of Delaware Avenue, Philadelphia, between Callowhill and Queen Streets, three main tracks are owned by the Philadelphia and Reading, the Philadelphia Belt Line Railroad Company, and the Pennsylvania Railroad Company, respectively. The Pennsylvania Railroad owns the westerly main track, and also the center main track south of Dock Street; the Philadelphia and Reading owns the center main track north of Dock Street; and the Belt Line owns the easterly main track. Numerous sidetracks and crossover tracks branch off from and connect with these main tracks. In many cases, from the information available, the ownership of the sidetrack and the crossover tracks was in doubt when the tentative valuations were in preparation, and the interested carriers are not in agreement on the question. The ownership of such tracks has been stated by us to be in the carriers with whose main tracks they connect. Crossover tracks were thus divided equally between two of the carriers and spur tracks assigned in undivided shares to one or another of them. The Philadelphia and Reading and The Philadelphia Belt Line Railroad Company contend that this produces an incorrect statement of the ownership. These two carriers are now in agreement on a proposed reallocation of the inventory of the tracks in question. The Pennsylvania Railroad has not, however, signified its concurrence.

Under the proposed reallocation certain tracks which we have assigned outright to one or another of the interested carriers or divided equally between two of them would be reassigned to a different one or differently allocated by reassignment of the half interests. Generally, the disputed tracks north of Dock Street would be reassigned on the basis of a one-third interest to each of the three carriers mentioned; and, south of Dock Street, two-thirds to the Pennsylvania and one-third to the Belt Line. Also, a share in one or two of the tracks would be assigned to the Baltimore and Ohio Railroad Company.
