- Articles on Toronto and an index article for the List of neighbourhoods in Toronto partially exist. Is it right to call them "boroughs"? Only five (East York, York, North York, Etobicoke, Scarborough) were known by that name (all but East York were promoted to 'City' before amalgamation). Boroughs were invented for Ontario to act like New York boroughs: municipalities in a Metropolis with the exception of the main municipality, which remained a city (City of Toronto). With Toronto losing a level of government in the 1998 amalgamation, all this disappeared.
- There should be an article on all six Toronto historical cities, using the borough's official name (usually "City of X, Toronto") with no mention of Ontario (as these cities are no longer legally recognized by Ontario, "East York, Ontario" simply does not exist). Each such city article should have a list of localities within that city at its end, using the naming conventions above.
