I have been unsuccessful at uploading file containing schematic of photo-reflectance setup- don't see what the problem is other than I'm a "new user." Need help.

Although it is true that your question is sort of about an article submission, because it is about your difficulty in adding a file to your submission, this is the sort of question that is more likely to be answered at the Teahouse or the Help Desk. This desk is more for asking what is needed for an article submission to be accepted. I think that your draft is ready to be accepted with or without the diagram that you are having difficulty uploading. Are you trying to upload the diagram into the English Wikipedia, or into Commons? If the diagram is your own, in which case there are no copyright issues, you probably should upload it into Commons. Robert McClenon (talk) 00:25, 17 September 2016 (UTC)[reply]
