Support per nom, no need to have two templates with the same purpose. Actually, aren't they both redundant? Typing plain text "This category is for" requires no more effort than typing "Template:Category explanation" and the result does not really look much different either. - @Marcocapelle: the advantage of {{Category explanation}} is that it links to Help:Categories, and formats the text as a {{hatnote}}, which adds it to some CSS classes: <div role="note" class="hatnote navigation-not-searchable">.
