Compulsory Basic Training for new motorcyclists around the world

Here in the UK, the first step in getting a motorbike licence is a one or sometimes two-day training course called Compulsory Basic Training. If you pass CBT, you get a certificate valid for two years allowing you to ride scooters and low-powered bikes, displaying learner plates and not carrying a passenger. It is not compulsory to keep on taking lessons. After two years, if you haven't passed the full motorbike licence tests, your CBT expires and you have to do it again. The New York drivers manual doesn't require a motorcycle license to drive a moped with a top speed of 30mph or less forever. That requires a regular car license. They can only be driven in the right lane and not on expressways (motorways) unless a sign allows it but I can't imagine why they'd put such a sign. 30mph is enough to get around New York City (especially since the default speed limit was lowered from 30 to 25) but a speed limit equal to top speed probably takes very long to accelerate to (unless they allow bigger engines if they have speed limiters?) Most motorcycles do not sound like that when they are new. They are tuned to become louder after purchase. You can go to your local Harley dealer and rev a new bike. They are louder than cars simply because there is no body around the engine to block all the noise, but not that loud. So, why do guys make their bikes so loud? We all know that it is because they think it makes them appear tough. But, if you ask, they will most likely tell you it is because people in cars don't see motorcycles. So, you have to make the motorcycle extremely loud to get their attention.
But, to the question... In South Carolina, Missouri, California, and Hawaii (the only four states in which I've had a motorcycle license), just a driver's license is necessary for a moped. No license is required for a dirt bike if you keep off roads (there are limits to engine size). A motorcycle license is required for a motorcycle. The requirements for a motorcycle license are different from one state to the next. In Missouri, I had to drive a motorcycle course, which was rather simplistic, and take an extra written test, which was also very simple. In California, I had to do the same, but also demonstrate that I knew how to turn a bike and lay it down if a collision was unavoidable. In Hawaii, I had to "demonstrate knowledge" of the bike. In South Carolina, they took my California license and just handed me a South Carolina one because the South Carolina laws were much less stringent. So, I never took the South Carolina test. Guys I talked to said that they were asked to ride their bike around the parking lot, return, stop it, and get off of it.
