Straw poll (not active)

edit
Due to the elusive nature of consensus in the discussion of Wikipedia:No open proxies (WP:NOP), it has become apparent that an informal straw poll may be the best way to extract some sort of consensus. (This is often done with hotly disputed policies.) This poll will not directly decide the destiny of WP:NOP, since it is not a ballot. If consensus cannot be parsed, this poll will be ignored.

If you are unfamiliar with the dispute, please review:

In addition, much conversation about the issues occurred on the wikien-l Mailing List. The threads "Editing with open proxies" and "Trojan admins, is it a real problem?" are particularly relevant.

If you are unfamiliar with straw polls, please review:

This poll is divided into two sections; the first is about the state of the policy itself, and the second is about how to go about blocking open proxies.

Please add your opinion on the matter in each section, in this format:

*'''<opinion>''' <rationale> ~~~~

Major opinions are listed below each section, and it is strongly suggested that you write a rationale for your opinion. Any discussion about this straw poll itself may be added to Wikipedia talk:No open proxies/Poll.

Finally, please be civil; concentrate on the issues at hand rather than other users; and the and do not be disruptive for sake of making a point.
