OriginalEduard Shevardnadze (pictured here in 1997), was Soviet Georgia's leader under Brezhnev's stagnation era (1972-1985), the Soviet Minister of Foreign Affairs in 1985-1990 (under Gorbachev) and was a quite prominent politician during the perestroika period. After USSR's breakup, he became Georgia's second president from 1992 (as Chairman of the Parliament until 1995) amid a civil war until the Rose Revolution of 2003
Reason
High quality, (I'd say) acceptable EV. The photo is encyclopedic as it depicts a prominent Georgian and Soviet politician. Also, somewhat similar to Saddam's photo.
