Original – George H.W. Bush lays in state in the Rotunda of the United States Capitol on December 3, 2018.

Reason: This is a well-composed, non-manipulated image that is used on two pages — one of which is high-trafficked — and captures an important historical moment. The last event of this type was in 2006 and did not produce an image of this caliber. The event was well-documented and the content of the image verifiable.
