Function details: Frank's page which already exists on the toolserver uses a hardcoded list of users and updates to the corresponding (static) page onwiki are done manually.
I'd like to address both of those issues; first with a bot that just copies from frank's output and then with a TS acct (don't have one yet) and update it pull user lists from the wiki on each update.
