Wikipedia:2022 Community UCoC poll

Over the past few years the Wikimedia Foundation has been working to bring in a Universal Code of Conduct as part of the Wikimedia movement strategy. The code of conduct itself is intended to establish a universal baseline of acceptable behavior for the entire Wikimedia movement and all of its projects, while the enforcement guidelines would include preventative, detective, and investigative actions, and other actions taken to address violations of the Universal Code of Conduct. It would also establish a body called the "Universal Code of Conduct Coordinating Committee", which is intended to be a final decision-maker if local bodies fail to enforce the Universal Code of Conduct.

As part of the 2022 Arbitration Committee Elections, it was proposed that we hold a vote of confidence of the Universal Code of Conduct and its enforcement mechanism. This would involve two separate questions; one asking the community whether they endorse the Universal Code of Conduct itself and the second asking if it endorses the enforcement mechanism.

This was being asked as there is a significant level of opposition to the code on enwiki, and this vote of confidence would enable us to determine whether this opposition reflects enwiki collectively. If it did, then the result would be used to give weight to efforts to convince the WMF to modify aspects of the UCoC. If these efforts were rejected, the result might also have been used to justify holding further discussions or votes.

However, if enwiki accepted both, then it would instead have been used to demonstrate to those opposed to the UCoC that consensus is against them, which would have eased the implementation of the code on enwiki.

The proposal was closed as unsuccessful, and as a result no vote was held.
