In 1971, Leonid Brezhnev highly praised Stalin's reign.[13][14] Despite sharing such opinion, however, Brezhnev was still considered as a revisionist by the Maoist People's Republic of China, North Korea, and by some ideologies such as the Juche Idea and the Hoxhaism.[15] In the 1980s, the USSR started describing the Chinese government as a hegemonic power. PRC's leader at the time was de facto Deng Xiaoping, whose political views were different compared to Mao's ideologies. Previously in 1978, Albanian leader Enver Hoxha described Deng as a revisionist.[16] Unlike Brezhnev, in the late 1980s Soviet leader Mikhail Gorbachev denounced some of Stalin's policies, referring to them as "crimes".[17]

According to Chinese historian Yang Kuisong, during the Soviet Red Army's campaign in Manchuria in 1945-1946, Stalin ordered then USSR Red Army general Rodion Malinovsky to reinforce Mao Zedong with some weapons used by the Imperial Japanese Army; those weapons were Soviet spoils captured from The Empire of Japan.[18] Mao Zedong also reportedly received help during the Berlin Blockade in 1948. After American Air Force put all their strength to help Belin people during that time, they later withdrew to help Chiang Kai-shek's Kuomintang Army in China.[19]

During the Cultural Revolution, several minority groups in China were persecuted by the policies of Mao Zedong and the Gang of Four. In 1968, in Inner Mongolia, nearly a million people were persecuted, with about 20000-40000 of these being killed.[20] In 1975, the Chinese Muslim people in Shadian, Yunnan Province, were persecuted for their Islam religious beliefs.[21]

In the early 1970s, Mao Zedong and Gang of Four's campaign labelled Mao as the new Qin Shi Huang and expressed their preference for Legalism during the period from 1973 to 1976, thus strongly opposing the ideologies of Confucianism.[22]
