Request reason:

Caught by a web host block but this host or IP is not a web host. My IP address is 212.179.99.144. I'm using regular WiFi. When I use my phone's mobile data, I can edit Wikipedia with no problem, but when I try using my phone's hotspot to edit on my computer, I get the same block message. That would seem to imply the problem is just with my computer's IP and not my connection.

Caught by a web host block but this host or IP is not a web host. My IP address is 212.179.99.144. I live in Israel (which you can tell if you look at the articles I've edited), and my ISP is Bezeq. I looked it up, and my IP address is a Bezeq IP. https://ipinfo.io/212.179.99.144 As can be seen from this link, my IP appears as registered to Bezeq International Ltd., which is in fact the ISP that I'm using. My IP is not hidden, and I should not be blocked from editing Wikipedia on this IP. If I am somehow using a web host provider without knowing it despite my IP showing up in a range belonging to my ISP, I would appreciate advice on how to turn it off.

Decline reason:

Procedural decline as your account isn't directly blocked, so you can edit from another IP. And as it's unlikely I could persuade the admin behind the proxy rangeblock to lift it to let one user edit, I suggest instead that you go to WP:IPECPROXY and follow the instructions there to request IP block exemption via email.
