Clock management in Windows Vista article

Hi. Thank you for adding the paragraph on Clock management to the Windows Vista article. However, it does not belong in the Vista article, since it is not a criticism specific to Windows Vista; it applies to all versions of WIndows, and MS-DOS before that -- e.g. the reference you used was written back in July 2001.

As a side point, criticism is usually added to the daughter article Criticism of Windows Vista first, honed, and later summarised for the main Vista article; rather than directly added to the Vista article.
