A. Because the exact same URL was posted earlier by someone with a direct link to the Paterno's.
B. Your screen name and lack of posting history indicate you might have a link to the group that was contracted to build the site.

Actually it's just the opposite. It's agenda pushing. The objective of the site you posted is to clear Paterno's name, and/or paint a picture of him contrary to that of reliable sources. For example, a member of the bin Laden family could pay to have a site portraying Osama in a positive light published. It would be "official" but it wouldn't be acceptable for inclusion here.
