I agree- the article should be about the village as a whole. A single news event in the village would be described in one or perhaps two sentences. If this event is truly something so notable that an international encyclopedia would be incomplete without information on it, then you should create a separate article about it rather than trying to change the subject of the Crestwood, Illinois article to be about this incident. Could you move the whole Water Contamination story to its own page and write the summary on the Crestwood page? I would appreciate that and I could continue to update the water contamination story. I can't, because I'm not sure I agree with your evaluation. However, you can feel free to create an article using that information yourself.
