No, that is not the way Wikipedia works. He added the warning at 12:02, you removed it three minutes later.
You can help Wikipedia by expanding articles and cleaning them up (as in, NOT deleting information). Only after this is done should anyone worry about the tags. Your concept of what falls under cleaned-up is also lacking, and I suggest you look at other Wikipedia articles to see what they should look like. The359 01:01, 31 October 2007 (UTC)Reply
