Yes, he really was president - or rather, head of state at that time. President Ignacio Andrade had fled the country and gone to Curaçao, leaving a vacancy in power that was taken over by Victor Rodriguez. And he handed over the position to Cipriano Castro three days later, October 23rd. And no, I'm not the one saying that. The references used in this article point out this fact and there are more references on this topic (I agree, the article is orphaned by references and connections - I added a link in the article "Restorative Liberal Revolution"). Alright, fellow Wikipedia user. I'll let you do this one, I was going to write this article in April, but I had other ideas at that time.
But in short, the 1970 coup attempt took place on April 24 and was a failed mutiny by the Haitian Coast Guard led by Octave Cayard, who attempted to generate an insurrection in the Haitian armed forces, thus culminating in a possible coup against François Duvalier - who survived the coup attempt, but died the following year.
