What are you trying to do? Promote hooks to the prep set? You can read rules of thumb for preparing updates at Wikipedia:Did you know/Preparation areas. But why are you suddenly promoting hooks when you've never been involved in the process before? I suggest starting by either nominating a new article of your own and seeing how the review process plays out. Then you can start reviewing hooks so you'll get an idea of the criteria involved.
