The first edit was a new edit. The second edit was a revert. Which edit did the first edit revert? VR _talk 20:02, 1 January 2024 (UTC)

Both edits were removing the existing heading, ie removing someone’s work. Both are reverts. Drsmoo (talk) 20:48, 1 January 2024 (UTC)
