The decline notices contain a lot of text so it can be hard to work out what the important parts are. The crucial bit is here: a Wikipedia article has to be based on published, reliable, secondary sources which are independent of the subject and which provide significant coverage (see the guidelines on the notability of people). typedesigner.de is Lebedev's own website, so it is neither secondary nor independent of him.
