License problem with image edit

I got it from her husband.
Did he own the copyright on the image and agree that the image could be
  1. Modified
  2. Redistributed
and
  1. Used for any purpose, including commercial purposes?

I know it seems reasonable that such images should be able to be used on wikipedia but that is not the case. Wikipedia cannot accept any images with restriction that contradict Wikipedia's free (free as in freedom) ideals, such as "for non-commercial use only", or "for educational use only" or "for use on Wikipedia".
