Nobody "runs" a talk page. Use it to ask for help and how things are done, or suggest improvements. See WP:NOTFORUM for what not to do there. Seek to collaborate with others. There are lots of written policies, guidelines, and an unwritten editing culture here. It can be quite confusing and a huge mouthful in the beginning.
