There can be room for a short, sourced, carefully-written section on issues relating to the district, but the encyclopedia is not suitable for lengthy discussions of current events, still less for your personal views on the City Council, the district, or local economic conditions. You're still offering what amount to personal opinions on the district. I believe there was something in the Martinsburg Journal on one of the Martinsburg HDs in the past couple of weeks - don't remember which one; perhaps you can find sources? Please remember that neutral means just that, that Wikipedia isn't a place for advocacy or personal causes. The article right now just states the bare information on the HD, avoiding advocacy. None of the issues you mention are unique to the district - they are common problems in every one of the thousands of locally-designated and administered historic districts in the US. Furthermore, the issues you mention are related to the city's planning and zoning policy, not the fact that the district is a National Register District, which does not in itself impose any of the restrictions you are concerned about.
