The userbox is fine, keeping that on your page is no problem. The only thing that has been removed is the category. User categories are meant for seeking people in such a group out- But there will be no reason to ever go looking for people who don't speak a language. This is why all the 0-level categories were deleted. Once again, the userbox is fine and you can keep it on your page to let others know you don't speak it. Please consider addressing the issues raised. Removing {{proposed deletion/dated files}} will stop the proposed deletion process, but other deletion processes exist.
