editI gave some answer to your question, I think more roundabout, because it is a hard question. We'd have to dive into the history of EIC. As I understand it, the big tax laws in the expansion of EIC are 1986, 1990, 1993. FriendlyRiverOtter (talk) 20:09, 15 June 2009 (UTC)
