In many cases, IPs are blocked preemptively if there is reason to believe they are open proxies - and so there might not be evidence of particular computers editing disruptively over this connection. That said, I'm not a proxy expert, so I'm going to leave your request for another admin - with the comment that the IP itself was indeed disruptive for a brief period in 2008 before being locked down for 5 years (!). See [1]. The block is a direct block on the IP, and not part of some sort of range block. Perhaps IPBE might be an option? UltraExactZZ Said ~ Did 16:42, 4 January 2012 (UTC)Reply

thanks for your answer. it seems that proxy on 139.30.45.41 only for a short moment in 2008 (only one day - 2008-03-10) was open. but this is our production-proxy since many years and now not a danger for wikipedia. i think, blocking of this ip can now deleted and not in 2013 ;-) --Simanowski (talk) 18:23, 4 January 2012 (UTC)Reply
I'll add a request at WP:OP  Ronhjones  (Talk) 01:17, 5 January 2012 (UTC)Reply
Request added - noted that http://www.hash.es/?search=139.30.45.41 does not show any proxy availability, which is a good start  Ronhjones  (Talk) 01:25, 5 January 2012 (UTC)Reply
