A writer is not automatically deemed notable just because his own writing happens to be present in anthologies -- but the only references cited here at all are the WorldCat directory entries of anthologies in which his writing appears. To consider him a notable writer, this article would have to be referenced to reliable source coverage about him in media -- using a directory to technically verify that his work exists is not enough.

There has been no demonstration that the subject has achieved encyclopedic notability. Most of the selected works are not sourced to anything, leading us to wonder whether they were significant in any way. And one of them that does have a source is troubling in a different way. The 300+ page book used as a source for Todo por ver seems to mention the subject only once -- as a researcher for the book. If that is indeed the only role the subject played, then one has to wonder how many of the unsourced "works" are really artistic works at all. And the "Awards" section includes non-awards such as the subject's Ph.D. and financial grants. In all, I am concerned that the paucity of referencing here is hiding the fact that few (if any) of the works are significant and whether all of them are truly "works".

Also, the Career section is completely unsourced except for its mention of the non-notable ICE institute. Even if this draft were to be accepted for publication, all of the personal detail in this section would need to be removed.

I encourage the draft's creator to do two things -- remove all non-significant "works" and "awards". A Wikipedia article is not intended to be someone's resume and, right now, that is all that this appears to be. And second, for any of the "works" and "awards" that truly are significant, find authoritative sourcing that indicates that these things really are significant. Merely proving that the "works" and "awards" exist will not be enough.

If you plan on working on it further, or editing it to address the issues raised if it was declined, simply edit the submission and remove the {{db-afc}}, {{db-draft}}, or {{db-g13}} code.
